Who the application is for
For companies carrying out construction work subject to Quebec's construction industry board (CCQ) regulations, who must keep a daily site activity register and submit a monthly report to that body.
What the application does
- Keeps a file per worker (trade, competency certificate and its expiry, apprenticeship period) and per site (sector, region, contracting authority).
- Records each working day: regular, time-and-a-half and double-time hours, and the wage actually paid.
- Checks the journeyperson-apprentice ratio, company-wide or site by site, from the people recorded as present that day.
- Compares, once you have filled in the wage rate grid, the wage paid against regular hours valued at the agreement rate, and flags the gap.
- Prepares a monthly report aggregating hours by worker, trade, sector and region, with a deadline calculated from a dated record.
- States the late-filing penalty tier that the construction labour relations act attaches to a missed deadline, without billing any amount.
Day to day
- The person responsible for data entry records each working day: worker, site, trade, hours and wage paid.
- The file manager fills in the agreement wage rate grid, trade by trade and sector by sector, with its source and validity period.
- They check the day's journeyperson-apprentice ratio, company-wide or site by site.
- Each month, they prepare the report, review the deadline and the per-worker detail before checking it against the CCQ's official calendar.
- Once the filing has actually been made with the CCQ through the official channels, they record the submission date in the application.
What the application does not do
- It does not submit any report or payment to the CCQ, and has never been tested against a real filing: filing and payment must still be done through the official channels.
- It does not calculate any insurance, pension or union contribution, does not apply time-and-a-half or double-time premiums, and does not produce a full payslip.
- The register export file is an internal text, not a certified format accepted by the CCQ: it must be checked against the official template before any declarative use.
- The period used to prepare the report is the calendar month, which has not been checked against the CCQ's official closing rule: verify your dates with the board before filing.
- It does not replace the advice of the CCQ or your accountant in Quebec: agreement rates and rules do change, and must be checked by you.
