The Office calls and asks exactly where your francisation stands. A file that only has calculated deadlines, without knowing how many documents remain in another language or who is handling them, does not answer that question. This application installs on top of the file already open in Quebec and adds the inventory, the programme and the reports.

Who the application is for

For businesses established in Quebec subject to Bill 96 on the French language, already engaged in a francisation process through the free case file: the francisation officer or management, who must answer to the Office québécois de la langue française (OQLF) and sometimes attach a document to a public tender.

What the application does

  • Keeps the inventory of what remains to be translated — work documents, signage, software, contracts — with the department concerned, a named person in charge and each line's status.
  • Distinguishes documents actually handled from those marked "not applicable", so that the displayed progress never confuses the two.
  • Writes the francisation programme as dated measures, each with a deadline and a person in charge, and calculates progress from the attached documents when there are any.
  • Prepares the implementation report and the three-year report from the configured intervals, and records the filing date and reference once it has been filed by hand on the OQLF Portal.
  • Prepares the document — registration certificate or compliance certificate — to attach to a public tender, from the file already open.
  • Alerts the francisation officer once per deadline, never every night.

Day to day

  1. Keep the inventory of documents, signage and software still in another language up to date, with a person in charge and a target deadline for each line.
  2. Attach each line to a programme measure so it appears in the schedule.
  3. Create a report, let the application gather the period's measures and documents, then fill in the key points before marking it ready to file.
  4. File the report by hand on the OQLF Portal, then come back and record the filing date and reference.
  5. For a public tender, prepare the document from the file: the wizard asks for the document needed, the tender and the body.

What the application does not do

  • It does not file anything on your behalf: Quebec's language office does not open any automated filing interface, so registration and filing are done by hand on the OQLF Portal.
  • It does not reach a conclusion: it counts what has been handled and flags overdue deadlines, but never says whether the programme is sufficient or whether the business is compliant.
  • It does not translate any document and does not validate the quality of any French text.
  • It has not been proven in production: according to the sources read, no report produced by the application has been filed on the OQLF Portal.
  • It does not replace the advice of Quebec's language office or a legal adviser in Quebec: Bill 96's rules and deadlines can change, and it is for you to check them with the competent body.
