A federal construction job site in the United States requires a weekly certified payroll register by trade classification, filed within days of payment. Kept on a spreadsheet, that register easily misses a published rate, an apprentice classification with no programme attached, or a wrongly calculated overtime premium. This application keeps that register job site by job site and flags discrepancies before filing.

Who the application is for

For contractors and subcontractors on a US federal construction job site subject to the Davis-Bacon regulation, who must produce a certified payroll register by classification every week and file it on time.

What the application does

  • Loads the wage determinations in force by state, county and classification, with their revision and their provenance always shown — fetched from a service, imported from a file, or entered by hand — and applies them in one step to a job site's classifications.
  • Tracks fringe benefit plans by name, type and plan number, with the hourly credit per worker, and flags any discrepancy with the declared total amount.
  • Attaches each apprentice to their registered programme, tracks the apprentice-to-journeyworker ratio by classification, and flags when it exceeds the ratio you have entered yourself.
  • Flags the overtime premium for hours beyond the weekly threshold, calculated on the base rate, and reports hours beyond that threshold not recorded as overtime.
  • Pulls hours from existing timesheets, employee by employee, to fill in the week's register.
  • Groups certified registers for filing, exports the file, and tracks submission and the acknowledgement received, through whichever channel you use.

Day to day

  1. Load or import the job site's wage determination, or enter it by hand, then apply its rates to the relevant classifications.
  2. Enter the fringe benefit plans and the hourly credit for each worker who benefits from them.
  3. Attach each apprentice to their programme, then pull the week's timesheets to fill in the register's hours.
  4. Review the findings — rate discrepancy, apprentice ratio, overtime not recorded — before certifying the register.
  5. File the certified register, then record the acknowledgement reference received from the agency or receiving portal.

What the application does not do

  • It never qualifies a business as in violation: it flags a rate, ratio or premium discrepancy, but that qualification belongs to the contracting agency and the Wage and Hour Division.
  • It does not affix any signature: an original handwritten signature or a legally valid electronic signature must still be affixed outside the software.
  • The printed document is not the official WH-347 form, which is downloaded from the US Department of Labor: it is a statement reproducing its fields.
  • It has not been proven in production: neither the wage-determination connector, nor the WH-347 statement, nor filing have been tested against a real service, agency or portal, according to the sources read.
  • It does not replace the advice of the contracting agency, the Wage and Hour Division or a lawyer in the United States: wage determinations and applicable rules change, and it is for you to check them.
