A building constructed before 1997, a survey to schedule before works start, a material found and nobody quite sure whether it just needs watching or must be removed: the owner or manager of a building juggles scattered files and deadlines often discovered too late. This application brings together the asbestos technical file for each building and calculates the action level for every material found, without ever carrying out the survey itself.

Who the application is for

For landlords, co-ownership managers, local authorities and companies that own their own premises. In France, for buildings whose planning permission predates 1 July 1997; in Belgium, in the Flemish Region only, for buildings constructed before 2001.

What the application does

  • Works out whether a building falls under the asbestos survey requirement from its planning permission date alone, under the French or Flemish scheme chosen.
  • Records each survey (technical file, private areas, pre-works or pre-demolition survey, Flemish certificate) with its operator and the validity of their certification.
  • Calculates the action level for each material found, based on its list and condition rating: simple monitoring, a measurement to carry out within three months, or works to start within three years.
  • Sets up, once the survey is validated, the building's next periodic check on its own.
  • Prints the summary sheet to hand to occupants and to any contractor due to work on the building.
  • Refuses a pre-works survey dated after the site has already started, and any survey carried out by an operator whose certification has expired.

Day to day

  1. Declare the building with its planning permission date, or its Flemish scheme: the application states whether it is covered and which type of file applies.
  2. Record each survey with its operator, its date, and, for a pre-works survey, the date the site starts.
  3. Enter the materials found one by one: list, location, result, condition rating; the action level then appears on its own.
  4. Validate the survey: the next check is scheduled, and a material in a worrying condition stays visible in a dedicated list until it is dealt with.

What the application does not do

  • It does not carry out or replace the survey itself, which remains the work of a certified operator.
  • It does not produce the survey report or the material removal plan.
  • It does not cover any other survey (lead, termites, energy performance), nor Wallonia or Brussels.
  • It does not replace the advice of a qualified professional on the scope of obligations in a particular situation, and the regulatory thresholds or deadlines can change.

Getting started

For each building, gather its planning permission date, or, in the Flemish Region, its construction date, along with any surveys already carried out and their reports. Check the current certification of the operators you bring in before recording them.
