A tourist office knows how many accommodation providers are registered in its area, but not always which ones have actually filed their tourist tax return this quarter. An unrated stay follows a different calculation from the rest, one that is often poorly understood. This application tracks accommodation providers, fee schedules and tourist tax returns, directly in Omnifloo.
Who the application is for
For a French town or inter-municipal tourist office that collects the actual-cost tourist tax. This is the local authority's point of view: no bookings are managed here, that being the subject of a separate application designed for the accommodation provider itself. The focus here is the relationship with accommodation providers in the area and tracking their tax.
What the application does
- Keeps a record for each accommodation provider in the area, with its type, official rating and capacity, tracking its membership of the office separately from its tax status.
- Applies a fee schedule by type and rating, at a fixed amount for rated accommodation.
- Calculates the tax for an unrated stay as a percentage of the declared nightly cost, capped at the highest fixed rate in the schedule, and refuses to validate while that cost is missing.
- Counts exempt nights separately (minors, seasonal workers, emergency accommodation) so they stay visible without entering the calculation.
- Calculates and tracks the regional share of the tax separately, so the two amounts are never mixed together.
- Generates the expected returns for every liable accommodation provider for a period, and shows at a glance who has not yet filed.
Day to day
- Create the area's accommodation providers with their type and rating.
- Enter the fee schedule by type and rating, making sure at least one fixed rate exists to cap the calculation for unrated stays.
- Open a filing period, then generate the expected returns for every liable provider.
- Enter each return received with its liable nights, exemptions and, for an unrated stay, the declared nightly cost, then validate it.
- Check the list of non-filers for a period and schedule a follow-up for each one.
What the application does not do
- It does not offer an online self-filing service for accommodation providers: council staff enter the figures from what the provider sends them.
- It does not interface with any booking platform that might collect the tax on the council's behalf: those amounts are entered like any other return.
- It does not provide a tourism website or destination promotion.
- It does not collect payment: the amount due is calculated and tracked, but collecting it is a matter for the local authority's own revenue office.
- It does not electronically file anything with the tax authorities.
