Checking at the last minute that no assessor is missing, rebuilding the staffing roster on a paper chart, then recounting ballots on the phone with the regional authority because the figures don't add up: election day as seen from a town hall's general office in France. This application organises the logistics of the vote, without replacing the official process.

Who the application is for

For municipal general offices in France, to organise the internal logistics of a municipal election: polling station composition, staff rosters and vote-counting checks.

What the application does

  • Organises a one or two-round vote, each round with its own candidates or lists.
  • Refuses to open a round if a polling station does not have a chair, at least two assessors and a secretary, naming precisely what is missing.
  • Builds each polling station's staffing roster and refuses an overlap, even between two different stations for the same person.
  • Checks that the staffing roster covers the vote from opening to closing without a gap, before allowing the round to open.
  • Checks on validation that valid votes match ballots cast minus blank and spoilt ones, and that the sum of candidate votes matches valid votes, giving the exact gap if refused.
  • Calculates the turnout rate per polling station and consolidated for the town, at fixed check-in times, never exceeding the number of registered voters.

Day to day

  1. Create the election, its round dates and the candidates or lists for each round.
  2. Create each polling station with its number of registered voters, then set and check its composition.
  3. Build each station's staffing roster and check there is no gap before opening.
  4. Open the round, record turnout check-ins at the reference times, then the vote count at the end of polling.
  5. Validate the results once the arithmetic checks pass, and review the turnout consolidated for the town.

What the application does not do

  • It does not manage the named electoral roll: the number of registered voters per station is entered by the town, and the application does not directly query the national electoral register.
  • It does not transmit results to the regional authority: reporting follows the official procedure, the application only checks that the figures are consistent before the call.
  • It does not manage proxy voting or individual voter sign-in.
  • It does not produce the official vote-count report.
  • It is neither a certification nor a voting system compliant with electoral law: it organises the municipal logistics of a vote, it does not replace the official procedure or the advice of the regional authority.
