Hunting for "price forty per cent" by hand through forty pages of a tender regulation, then starting over for every certification or insurance requirement: that is the dead time before the real decision. This application reads the file for you and pulls out what matters.

Who the application is for

For small businesses already tracking their French and European public tender notices in the monitoring application, who want to avoid reopening the tender regulation by hand to find the scoring grid and the required conditions.

What the application does

  • Reads a PDF, a ZIP archive containing several PDFs, or a text file, recognised by their content rather than their file extension.
  • Only writes the weighted scoring grid if the percentages found add up to one hundred per cent, within a point; otherwise nothing is written and entry stays manual.
  • Picks out eligibility conditions from five recognised families — certification, local presence, minimum turnover, three-year references, professional liability insurance.
  • Keeps, for each condition found, the fragment of text that triggered it, so you can check rather than take it on trust.
  • Displays the text read from the file, so you can see what the extraction actually saw when a result is surprising.
  • Preserves your manual corrections: re-running the analysis only replaces the lines that originally came from the file.

Day to day

  1. On a notice already tracked in the monitoring application, attach the consultation file downloaded from the procurement platform.
  2. Click Analyse the file, then check the resulting criteria and eligibility conditions tabs.
  3. If a result surprises you, open the displayed read text under the button to see what the extraction actually found.
  4. Correct a misread line by hand or add a missing one: your manually entered lines will never be erased by a new analysis.
  5. Then let the monitoring application's price-weight threshold set aside or keep the notice based on the grid now filled in.

What the application does not do

  • It does not download the file itself from the procurement platform: you fetch it and attach it yourself.
  • It does not read scanned PDFs, for lack of optical character recognition, nor Word, Excel or OpenDocument files.
  • It only picks up requirements from the five recognised families: any other type of condition is still for you to enter.
  • It does not judge whether the percentages found are the right ones, only whether they add up to one hundred per cent.
  • It ticks no condition for you: whether you actually meet it is not in the file, and remains for you to judge.

Install this application on top of the public tender monitoring application, open a notice already being tracked, attach the consultation file downloaded from the procurement platform, and keep manual entry in reserve for files whose grid does not extract cleanly.
